On March 6, 2020, Nielsen Merksamer partners Chris Skinnell and Sean Welch, joined by Dr. Douglas Johnson of National Demographics Corporation, gave a presentation to the Municipal Law Institute at the Bar Association of San Francisco regarding what cities should expect as they look to redraw their council district lines in 2021.

The discussion included developments in federal law regarding population equality, the Voting Rights Act, and the prohibition on racial gerrymandering, plus the entirely new rules adopted by the California Legislature in 2019, as part of AB 849.
