Justin Paddock

Justin Paddock is Of Counsel in the firm’s government law section where he specializes in administrative and regulatory law.

Prior to joining the firm, Mr. Paddock was appointed by the Governor and confirmed by the California State Senate as the Chief of the Bureau of Household Goods and Services where he regulated numerous businesses within the moving, consumer product repair, and warranty industries. He also formerly served as the Department of Consumer Affairs’ Assistant Deputy Director of Legislative and Regulatory Review where he reviewed and approved all proposed regulations the Department submitted to the Office of Administrative Law.  Justin started his career in Sacramento working as an Analyst at the California Air Resources Board.

Mr. Paddock has 20 years of experience in administrative law issues including rule development, promulgation, and advocacy as well as experience enforcing those regulations before the California Office of Administrative Hearing and the courts.
