Michael Kelly is a researcher in the firm’s Political Law Section. He works collaboratively with the firm’s attorneys, as well as with the Political Reporting Unit, with a focus on national legislative tracking and client communication of legal developments in campaign finance, lobby disclosure and government ethics law on the federal, state and local level across the United States. He is a member of the California State Bar.
Prior to joining the firm, Mr. Kelly was a Principal Deputy in the Office of the Legislative Counsel in Sacramento, where he supervised the Civil Law Section. He has also worked on tax matters as a staff counsel for the Franchise Tax Board, and as an attorney for the State Controller’s Office, Division of Tax Administration.
